It is the negligence, not the accident, that led to the tragedy from the fire at the FR Tower in Dhaka's Banani, Housing and Public Works Minister SM Rezaul Karim has said.

The negligence was on the side of the owner, developer and others involved in constructing the building, he said while talking to reporters in front of the building affected by the fire on Friday morning.

"Legal action will be taken to mete out proper punishment to them. In need, criminal cases will be filed," added the minister.

Fire service officials say the FR Tower lacked the spacious fire safety staircase that made the disaster worse.

Rajuk (capital development authority) on Thursday formed a committee to investigate whether the building was constructed along with its building code ensuring enough safety for its residents during any fire disaster.

At least 25 people were killed and 73 others injured during the fire that broke out at the FR Tower on Thursday noon.
